The ongoing ‘panchayat’ elections in Uttar Pradesh have seen a turnout of more than 75% in most places. However, they have been marred by violence on a scale that has not been seen in previous elections. Worryingly, connections are being drawn between the violence and the massive influx of MGNREGA funds into ‘gram sabhas’ (village councils). The government needs to create an effective social audit mechanism for MGNREGA urgently, else there is a serious risk that this groundbreaking scheme will damage the institutions it is supposed to help.
