Prime Minister Narendra Modi begins his visit to Bangladesh on a positive note. The exchange of enclaves is a done deal and the possibility of an agreement on Teesta waters does not seem as remote as it was some years ago.

Modi needs to do more. The land boundary and Teesta issues are residues of history and his name will be associated with their resolution. But the Prime Minister has to give Bangladesh a signal that India is a partner in its development.

Bangladesh is one country in South Asia where ending bitterness and hostility towards India is possible.

For that to happen, India needs to spend money on Bangladesh’s economic development.

Unless that is done, the issues that bedevil bilateral relations—illegal migration and conflict over resources—will escalate in the future. If only from the perspective of ensuring its security, India should spend freely on Bangladesh.
