the launch of attendance.gov.in may not be the best news.
The website, which went live late last month, is worth visiting as a pulse check on the government of India. With graphs of attendance, number of different officials present at work at any given time and a host of other data, it is a useful reminder that governments, too, can change.
Can the website change the bad habits of India’s bureaucracy? More than enabling the deduction of pay for employees reporting late to work, it can help change behaviour in a subtle way. If one knows that one is being monitored, attitudes to work can change remarkably. The liberal response to this will be that fear is being used as a tool to coerce officials. Discount that at once: Ask any citizen what he thinks of the new initiative and he will give you a very different answer.
