New Delhi: The National Counter Terrorism Centre (NCTC) was finally put in abeyance after the Union government and states failed to take a decision on setting up the elite anti-terror body on Saturday.

The meeting of the state chief ministers was called after the Union home ministry last month failed to resolve their doubts in a meeting with director generals of police and chief secretaries.

“I will examine all the suggestion made by the chief ministers...There is no decision on suggestions made by state chief ministers," Union home minister P. Chidambaram said while addressing the media. He did not give any timeframe by when the Centre will take a final decision on setting up of the anti-terror body.

The home minister said the states have mainly two objections. “They wanted to know why the NCTC has to be set up in the Intelligence Bureau and what was the need of operational powers to such body."

The state governments have objected to the power of arrest and search given to the NCTC through an executive order passed by the cabinet committee on security. As per the executive order, the NCTC should have been operational by 1 March.

On Saturday, Tamil Nadu CM Jayalalitha, Gujarat CM Narendra Modi and West Bengal CM Mamata Banerjee summarily rejected the idea of NCTC.

Modi accused the Centre of behaving like “viceroy of yore". He said that through constitution of NCTC, it wants to be an “omnipresent" ruler with states as dependent vassals.

“The assertions and assumptions on which the NCTC has been crafted, casts the Centre in the role of omnipresent, omniscient ruler with the states portrayed like dependent vassals, belittling the states which are today the real engines of India’s progress," Modi said.

There was a complete divide between the chief ministers of Congress-ruled and non congress states.

Punjab CM Prakash Singh Badal, Orissa CM Naveen Patnaik, Karnataka CM D.V. Sadananda Gowda, Madhya Pradesh CM Shivraj Singh Chauhan, Uttar Pradesh CM Akhilesh Yadav expressed strong reservation over NCTC, Rajasthan CM Ashok Gehlot said, “NCTC does not trample upon the already existing powers of the states... creation of the NCTC is the need of the hour."
