Winter session of Parliament to start from 26 November

NDA leaders argue that top BJP leaders will have to reach out to opposition parties to ensure smooth functioning of Parliament

New Delhi: The Cabinet Committee on Parliamentary Affairs (CCPA) on Monday decided to convene the winter session of Parliament from 26 November to 23 December.

The government needs the support of opposition parties to get a constitution amendment on the goods and services tax bill passed in the Rajya Sabha, which is crucial for its implementation from the next fiscal.

The government had initially targeted to implement GST from 1 April 2016, but later pushed its implementation to the beginning of any month in 2016-17.

For the first time, Bharatiya Janata Party (BJP) will face challenges both from within and outside on pending bills.

So far, the attacks from Congress have forced a logjam in Parliament, but now, allies in the National Democratic Alliance (NDA), including the Shiv Sena, Shiromani Akali Dal (SAD) and Telugu Desam Party (TDP), will join the ranks of critics, turning the odds against the BJP.

Senior leaders of the NDA point out that the BJP leadership should take immediate steps to stop some of its members of Parliament (MPs) from making provocative statements. Senior leaders of all three NDA partners have criticised the BJP for allowing its members to make controversial statements which have hurt the image of the party.

NDA leaders also argue that top BJP leaders will have to reach out to opposition parties to ensure smooth functioning of Parliament during the winter session. “If the government fails to reach out to the opposition, the winter session will not get many important bills passed, which is not a good sign," said a senior NDA leader.

“In the last 18 months of this government, the National Judicial Appointments Commission Bill was the only legislation which was unanimously passed by Parliament. We need to take action if the constitution amendment bill to allow goods and service tax (GST) has to be passed in the winter session," the NDA leader added.

Another crucial bill pending before Parliament is the controversial land acquisition bill. The joint parliamentary committee is likely to give its report on the bill on the last day of the first week of Parliament. Other pending bills are the real estate bill, the factories amendment bill and the juvenile justice care and protection of children bill. Among crucial bills which may be taken up for discussion in Parliament are the bankruptcy code bill, and amendments to the RBI Act to set up a Public Debt Management Authority and a Monetary Policy Committee.

Senior leaders of Congress have indicated that they will reach out to like-minded political parties to create a united front to corner the government. Congress leaders also want to raise issues related to the recent attack on journalist and former BJP member Sudheendra Kulkarni, the killing of rationalist M.M. Kalburgi and the move by several writers to return their Sahitya Akademi awards to the government to protest rising intolerance.
