Odd even: Women drivers to be exempted again

The government is implementing the scheme for the second time between 15 and 30 April to control pollution and growing traffic congestion in the capital

New Delhi: Ahead of the second phase of the odd-even driving restriction scheme, the Delhi government on Wednesday said that women drivers and cars carrying children in school uniform will be exempted from the scheme but the 2,000 fine will continue to apply.

The government is implementing the scheme for the second time between 15 and 30 April to control pollution and growing traffic congestion in the capital.

These decisions were taken in a meeting between Delhi chief minister Arvind Kejriwal, other ministers and members of the scheme’s coordination committee.

“We held a meeting with various women’s associations. The suggestion that came was that while women want to play a part to save the environment, until security is ensured women should be exempted. The Delhi CM has decided that security measures are not at par and the government has decided to exempt women from this phase," Delhi transport minister Gopal Rai said while addressing a press conference on Wednesday.

He added, “This time around the scheme is being implemented while schools are open. We have decided to exempt vehicles with children wearing school uniforms. There may be a problem while picking up students as they will not be in the vehicle. The committee is still deciding on the mechanisms for that."

Rai said that the fine for violating the rule penalty will continue to apply. He said, “This rule is for those who break the law and not for those to follow it."

A detailed blueprint of the second phase of the scheme will be released by Kejriwal later this week.

Other exemptions include two-wheelers and top politicians. As with the first phase, the restrictions will also not apply to CNG and electric vehicles.

The scheme limits four-wheel cars from plying on alternate days. It was first introduced by the state government in January.
