SC fines AAP’s Satyendra Jain for not complying with court orders

The court was hearing a case against the state for not effectively dealing with the chikungunya outbreak in the capital

The Supreme Court on Monday imposed a 25,000 fine on Delhi health minister Satyendra Jain for failing to comply with court orders. This came after the Delhi government failed to disclose the names of the officials in the Lieutenant Governor’s office who it said were refusing to obey government directives over the chikungunya outbreak.

On 30 September, the apex court asked the Aam Aadmi Party (AAP)-led government to disclose names of officers who, according to the Delhi government, were failing to obey its directives. “People are dying every hour, and we cannot give you more time," the Supreme Court said after Jain sought more time to disclose the names.

The court was hearing a case against the state alleging it had failed to deal with the chikungunya outbreak in the capital.

In its defence, the Delhi government had said in its affidavit that certain officers were not obeying the government’s directives. “The office of the lieutenant governor (LG) is obstructing our functioning," the affidavit said.

In the affidavit, the Delhi government alleged that files pertaining to diseases such as chikungunya were being sent for clearance to the L-G.

Delhi this year has seen one of its worst outbreaks of mosquito-borne diseases. According to the PTI, 2,133 cases of dengue and 5,293 cases of chikungunya have been reported this season. Fifteen deaths have been ascribed to chikungunya.

In September, the Delhi government faced flak over its handling of the outbreak after several members of their cabinet were reported to be away from Delhi in the middle of the outbreak. Since then, the government has started a month-long fogging programme.

Since AAP came to power in 2015, the state government and the LG have been in constant tussle over various issues, including the functioning of the government and bureaucratic appointments.
