New Delhi: Ahead of the second half of the budget session of Parliament, the Congress is firming up its plan to oppose the land acquisition bill. The party has named the bill a “black legislation" and is gearing up for a farmers’ rally, slated for 19 April.

Congress vice-president Rahul Gandhi, who returned to Delhi on Thursday after his over 50-day sabbatical, will meet at least six farmers’ delegations from Delhi, Rajasthan, Punjab, Haryana and western Uttar Pradesh on Saturday morning to discuss this issue as well as the crop damage caused by untimely rain, party leaders said.

The party meanwhile has readied campaign material for the rally. Protest posters have Gandhi’s face alongside that of farmers with slogans in Hindi such as Rahul ji raah dikhayenge, kaala kaanoon bhagayenge (Rahul will show the way to get rid of the black law) and Yaachna nahi fir rann hoga, jo bhoomi adhigrahan hoga (If land acquisition happens, it will be a war and not a plea).

On Friday, party leaders Digvijay Singh and A.K. Antony held a meeting to take stock of the arrangements ahead of the rally.

A party secretary, who attended the meeting but did not want to be identified, said that more than 20 secretaries attended the meeting where the senior leadership said they need to be in constant touch with their state representatives for the smooth conduct of the rally. Another party leader who requested anonymity said the rally is likely to see high attendance from the southern states of Telangana, Andhra Pradesh and Karnataka.

Meanwhile, the Congress has threatened to campaign against Prime Minister Narendra Modi on foreign soil if he “behaved more like a party man and less like a Prime Minister", party spokesman Anand Sharma said. This comes in the wake of Modi’s criticism of the United Progressive Alliance government at an event in Canada on Thursday. “We cannot tolerate such unbecoming behaviour any longer. Henceforth, if he again does so on foreign soil, a Congress leader or spokesman will be present there and will respond immediately," said Sharma.
