Check: He is partly right. According to the latest available data from the National Crime Records Bureau (NCRB) , Kerala is ranked 10th among states based on the total number of incidences of crimes against women. However currently, only three states in the list, Kerala, Assam and Maharashtra, are ruled by the Congress. In 2012, the year the data dates back to, two more states, Andhra Pradesh and Rajasthan were also ruled by the Congress party.
