Bihar Election 2025 Highlights: Prime Minister Narendra Modi will address two rallies in Bihar today, 4 November, with two days of campaigning remaining before the first phase of voting scheduled for 6 November.
PM Modi will seek votes in support of 30 NDA candidates in two districts today. He will first address an election rally in Saharsa and travel to Katihar for another rally.
The campaigning for the first phase of voting in Bihar ends on 4 November. The second phase is scheduled on 11 November. The results will be announced on 14 November.
Chief Minister Nitish Kumar will address three election rallies in Bhagalpur district. The Chief Minister will hold public meetings in the Sultanganj Assembly constituency and the Shahkund region of the state.
From the opposition side, RJD chief Lalu Prasad Yadav will hold a road show today in support of party candidate Ritlal Yadav, who is contesting from Danapur.
Lalu's son, the CM candidate of the INDIA bloc, Tejashwi Yadav, will hold public meetings today in 15 places, including Patna's Barh. Congress MP Priyanka Gandhi will hold road shows in three cities: Sonbarsa, Rosera, and Lakhisarai.
Prime Minister Modi held a road show in Patna on Sunday. However, Chief Minister Nitish Kumar was conspicuously absent. Instead, JD-U leader and Union Minister Rajiv Ranjan stood beside Modi during the road show, leaving many wondering about the whereabouts of the JD-U chief.
The JD-U is contesting elections as a partner of the NDA with the Bhartiya Janata Party (BJP). The incumbent alliance is challenged by the opposition Mahagathbandhan, comprising the RJD and the Congress, with Tejashwi Yadav as its chief ministerial candidate.
Of the 7.42 crore voters in Bihar, 3.92 crore are men and 3.5 crore are women. There are 14 lakh first-time voters and 4 lakh senior citizen voters. Polling will be held at 90,712 polling stations that are being set up in Bihar.
The ruling NDA is seeking re-election, banking on the 20-year rule of Nitish Kumar in the state and the 11-year rule of the PM Modi government at the Centre. The opposition Mahagathbandhan is seeking votes on anti-incumbency, misgovernance and job promises.
The NDA released its manifesto ‘Sankalp Patra’ for the Bihar election on Friday, days after rival Mahagathbandhan released its ‘Bihar Ka Tejashwi Pran.’ Players like Prashant Kishor’s Jan Suraaj and Asaduddin Owaisi of AIMIM.

Prime Minister Narendra Modi on Monday excoriated the opposition INDIA bloc, charging the RJD and Congress with being at daggers drawn and claiming that their CM candidate Tejashwi Yadav was trying to "hide the sins" of his father Lalu Prasad by relegating his photos to the corner of election posters.
The Election Commission on Monday said enforcement agencies have seized illegal cash, drugs, liquor and other freebies worth more than ₹100 crore from poll-bound Bihar and other states where assembly by-elections are scheduled.
The poll panel said that as of November 3, more than ₹108.19 crore worth of illicit inducements, including ₹9.62 crore in cash, liquor worth ₹42.14 crore (9.6 lakh litres), drugs worth ₹24.61 crore, precious metals worth ₹5.8 crore and other freebies worth over ₹26 crore have been seized from different states. "Congress knows that if the RJD loses this time too, its political career will be over, and Congress will capture the RJD's vote bank. This tussle to seize each other's vote bank has now become out in the open. You will see how, after the Bihar election defeat, a wave of abuse will erupt between the RJD and Congress," the PM said at a BJP election rally in Bihar, as per ANI.
"I would also like to tell every sister and daughter of Bihar to be vigilant. These Jungle Raj people want to stop any such aid being offered to you. Whether it's RJD or Congress, they have no connection with development. 'NDA ki pehchan Vikas se hai aur RJD and Congress ki pehchan Vinash hain.'.." PM Modi said, according to ANI.
“On November 14, the counting of ballot papers will begin at 8 AM, your votes will start being counted by 9 AM, and by 1 PM, the parties of Lalu and Rahul will be wiped out. The NDA will form the government. The ‘Mahathugbandhan’ is scattered, while the NDA stands united like the Pandavas," Amit Shah said.
"Rahul Gandhi's job is to ride a motorcycle and spread pollution. He'll spend his entire life fishing. The country will be plunged into darkness... 'Jalebi chhan'na, machli pakadna, unko toh rasoiya hona chaiye tha'. Why did he become a politician?..."Janshakti Janata Dal chief Tej Pratap Yadav said, according to ANI.
“People of RJD and Congress have made kidnapping their industry and professional mafia their disciples. Hence, we have found a solution to this professional mafia by running a bulldozer over their chest,” Yogi Adityanath said at Darbhanga rally, according to ANI.
“Bihar burns whenever RJD and Congress come to power. We will throw out infiltrators from our border towns, just like we removed Pakistani elements from J&K after the abrogation of Article 370,” Yogi Adityanath said, according to PTI.
"Everyone knows about the decision-making capabilities of the PM. Mahagathbandhan and the people of Congress should not say such things where all decisions are made by one place. PM's decision-making capabilities and his work style are the reasons over 25 crore people have come out of poverty in the last 11 years..." Chirag Paswan said, according to ANI.
“BJP will not let Nitish Kumar remain Bihar’s Chief Minister - everyone knows this. As for the Prime Minister’s language - talking about guns (‘katte’) instead of development - we’ve never heard such words from a PM before. When in Gujarat, he talks of factories and data centres, but in Bihar, he speaks of guns. What kind of message is that?” RJD leader Tejashwi Yadav said, according to PTI.
As questions linger over who the NDA's CM face will be, Tejashwi Yadav, the Mahagathbandhan's pick for CM, told news agency ANI, “All of you know that the BJP won't make Nitish Kumar the CM of Bihar.”
On RJD leader Tejashwi Yadav's statement that he will take oath as CM on November 18, Bihar BJP President Dilip Jaiswal told ANI: "...The voters will decide that. If someone says they're going to become the Chief Minister on the 18th, does that mean Tejashwi Yadav has performed some magic on the EVMs? They're all daydreaming. The people of Bihar don't want to bring back jungle raj. The people of Bihar now like the rule of law, the people of Bihar are going to form the NDA government again and the voters are ready to form the NDA government with more than two-thirds majority."
“All of this is a lie. He has nothing else to say. I will answer this today in Bihar. What he is saying is a lie. Nobody will tell someone else to make someone the CM at gunpoint. Congress has never done this. Modi ji is the PM of this country; his saying such things is laughable. This shows his level. He sets aside the level at which a PM should speak and is making election speeches in Bihar,” Congress chief Mallikarjun Kharge told news agency ANI, commenting on Modi's earlier comment.
