
Bihar Election 2025 Highlights: In the high stake second and final phase of assembly elections, Bihar recorded overall voter turnout of 66.91 per cent, its highest since the first state polls in 1951.
The second and final phase of the high-stakes assembly election saw voter turnout of 68.88%. The voter turnout across 122 constituencies was higher than the 65.09% in the first phase.
The voting sealed the fate of 1,302 candidates, including a dozen sitting ministers. The first phase, held on 6 November, saw a record 65 per cent voter turnout. The results will be declared on 14 November.
As many as 37 million voters, including 17.4 million women, were eligible to vote today. Voting was held at 45,399 polling stations.
Of the 122 seats that went to polls today, the Mahagathbandhan had won 49 seats, while the National Democratic Alliance (NDA) won 66 seats in the 2020 assembly elections. The Asaduddin Owaisi-led AIMIM had won five seats, while the Bahujan Samaj Party (BSP) and an Independent won one each in 2020.
Top politicians in the fray include power minister Bijendra Prasad Yadav (Supaul), industries minister Nitish Mishra (Jhanjharpur), fisheries resources minister Renu Devi (Bettiah), a former deputy chief minister, to name a few.
The campaign saw the NDA banking on its development track record, while the INDIA bloc sought to tap into youth discontent, unemployment, and social justice narratives.
The main contest in Bihar is between the National Democratic Alliance (NDA) and the opposition’s Mahagathbandhan alliance. The ruling NDA comprises of the Bharatiya Janata Party (BJP) and the Janata Dal (United), among other parties. The Mahagathbandhan, or the Grand Alliance, comprises the Rashtriya Janata Dal (RJD) and the Congress as its main parties.
Prashant Kishor's Jan Suraaj Party and Asaduddin Owais's AIMIM are also in the fray. The MIM won five seats in 2020 in Seemachal, the region voting in the second phase.
The ruling NDA is seeking re-election, banking on the 20-year rule of Nitish Kumar in the state and the 11-year rule of the PM Modi government at the Centre. The opposition Mahagathbandhan is seeking votes on anti-incumbency, misgovernance and job promises.

Bihar recorded its highest-ever voter turnout of 67.14 per cent, provisionally. Kishanganj, the lone Muslim-majority district in the state, recorded the highest polling percentage so far at 76.26, followed by adjoining Katihar (75.23) and Purnea (73.79), Supaul (70.69) and Araria (67.79).
In an interaction with mediapersons, Singh said, ""We will win by record votes in Motihari assembly seat... He (Tejashwi Yadav) will not form a government in this universe. That may happen in Nepal or China, but he will not be able to form a government in any Indian state..." as per ANI.
Janshakti Janta Dal (JJD) chief Tej Pratap Yadav on Tuesday said the blast near Delhi’s Red Fort, which left 12 people dead, was a result of a “major security lapse”.
“It was a major security lapse. The government must take serious cognisance of it and apprehend the perpetrators,” the former Bihar minister told reporters in Patna. (PTI)

Congress legislative party leader in Bihar Shakeel Ahmed Khan on Tuesday charged AIMIM president Asaduddin Owaisi with "wittingly or unwittingly" helping the BJP in the Hindi heartland, claiming that people have "seen through" the Hyderabad MP.
Khan, who is aiming at a hat-trick from the Kadwa assembly seat in Katihar district, spoke to PTI-Video while polling was underway in his constituency.
"I feel the political approach of Owaisi is basically flawed. India is a pluralist society, and the Mahagathbandhan is committed to ensuring that the same is reflected in politics. But what has Owaisi been doing? He is seen as a 'vote katwa' (spoiler)," he said. (PTI)

The second phase is of particular significance for the Congress, a spent force which is, nonetheless, the second largest constituent of the INDIA bloc in Bihar. Of the 19 seats it had won in 2020 assembly polls, 12 go to polls in the current phase. Its sitting MLAs include state president Rajesh Kumar Ram (Kutumba) and Shakeel Ahmed Khan (Kadwa).
Kishanganj district recorded the highest polling percentage so far at 51.86, followed by Gayaji (50.95), and Jamui (50.91). Madhubani recorded the lowest polling percentage at 43.39, followed by Nawada (43.45) and Bhagalpur (45.09).
Janshakti Janata Dal chief and candidate from Mahua seat, Tej Pratap Yadav says, "...Women are voting in large numbers. There will be a change (in Govt)...People will tell us on 14th Nov who did what development..."
"I see myself number 1 in Mahua (winning Mahua seat)," he says.

The ECI recorded nearly 47.62% voter turnout till 1 pm in the second and final phase of Bihar Election2025.
As the political climate is intensifying in the final hours of voting, a fight broke out between Congress and BJP supporters at a polling booth in Araria on Tuesday.
As per ANI report, Congress supporters alleged that BJP supporters called for beating up Congress voters.
Congress leader Pawan Khera alleged suspicious activities in Bihar and said, “The fight in Bihar is that of real issues vs 'jumla'. We are contesting the polls on real issues. You heard the speeches of Narendra Modi and Amit Shah... The role of the Election Commission is very important; the role of the referee is very important,” ANI reported.
Terming Election Commission as the referee, he remarked, "The role of referee is raising questions. Rahul Gandhi raised questions. Tejashwi Yadav is also doing it...Several suspicious activities are happening there. But the referee is silent. Everyone in the Government goes silent. They neither tolerate questions nor give answers."
Congress president Rajesh Ram on Tuesday said, “INDIA Alliance's body language has changed. Voters' body language has also changed. It shows that it's time to bid goodbye to the Government which ruled for 20 years. Public has made up its mind that a new Government is needed here, and a new Government of INDIA Alliance will come here, ANI reported.”
He made this remark after casting his vote and added, “...In our area, a black Scorpio car is moving around. We are trying to trace whose car it is. Administration has been informed about it. Several such unwanted vehicles are moving around in different Assembly constituencies. We have alerted our workers and volunteers.”
ECI dropped an update about the ongoing second phase of Bihar election and said that 31.38% approximate voter turnout was recorded until 11:00 AM.
BJP MP Sanjay Jaiswal said, "There is unprecedented enthusiasm. The kind of crowd visible indicates that this time the figure will cross 70%. We are going to form the government with a very large majority by crossing the figure of 200 seats," ANI reported.
Jan Suraaj founder Prashant Kishor arrived in Sasaram's Konar, to cast his vote in the Bihar Elections. He was accompanied by Ritesh Pandey, the Jan Suraaj candidate from Kargahar Assembly constituency.
The final round of voting across several northern and eastern districts is underway. As increasing number of people turn to polling stations in West Champaran, East Champaran, Sitamarhi, Madhubani, Supaul, Araria, and Kishanganj to cast their votes, the fate of Bihar will be recorded in a few hours.
Congress president Mallikarjun Kharge said, “Bihar needs a 'model' filled with economic development, social justice, and equality. For 20 years, Bihar has endured an opportunistic, corruption-ridden government that is against the poor and deprived; today, the time for change has arrived.”
Reacting on the voter turnout till 9:00 AM, Additional Chief Election Officer Madhav Kumar Singh said, "The voter turnout has reached 14.55%, which is much higher compared to 2020. People are casting their votes enthusiastically, and there have been no reports of any untoward incidents. Everyone is performing their duties responsibly," IANS reported.
JDU MP Sanjay Jha said, "Today is the election of the final phase. People are seeing how much enthusiasm there is among voters to cast their votes, which is the best thing. A large number of people are coming out for good governance, peace, and development in Bihar... This is a very positive sign. In the first phase, we feel that votes have been cast in our favour by a very large margin," ANI reported.
