Centre to bring skin, hair clinics under law

The objective is to bring transparency to the healthcare system especially at the level of private healthcare providers.

New Delhi: All hair transplant centres, skin and cosmetology clinics, dental cosmetology clinics and therapy centres may have to register under the Clinical Establishments (Registration and Regulation) Act, with the health ministry working to refine the law. The ministry is developing a new website for the Act, too.

Although the law was introduced for registration and regulation of all clinical establishments, currently, only hospitals are required to register under the Act. The objective is to bring transparency to the healthcare system especially at the level of private healthcare providers. Authorities suspect many of these clinics may be exploiting people by offering surgical procedures in the name of beauty.

“Since health is a state subject, some states are following the Clinical Establishments Act but a few like Andhra Pradesh, Bihar, Delhi and Telangana, are yet to do so. Hence, the ministry may plan to make the Act compulsory for all states. The idea is to bring transparency in the healthcare system," a senior official aware of the matter said on condition of anonymity.

“A new website for the Act is being developed by the health ministry which will have provisions for both online provisional and permanent registration, payment gateway, online grievance redressal mechanism and appeal mechanism," the official added.

Queries sent to the health ministry spokesperson did not elicit any response till press time. The ministry has constituted a committee for drafting minimum standards for point of care testing, prosthetics and orthotics clinical establishment, ophthalmology day care centre, etc.

Besides, it will be mandatory for every clinical establishment to issue prescriptions to patients for the treatment prescribed while facilitating the creation of Ayushman Bharat Health Account (ABHA ID) for each patient.
