Come Monday, India will enter the second phase of its covid-19 vaccination drive, even as a fresh wave of the pandemic seems imminent in some states. Nearly 1.5 million health workers are already protected from the virus after getting both doses in the first phase. But as the focus turns to elderly citizens, the second-dose turnout remains a point of concern.
