Top bureaucratic reshuffle by Centre to see new heads at I&B, higher education

Move important as it comes under 2 months before budget; is related to departments where allocations tend to be high

    NEW DELHI : The Union government on Friday effected another round of bureaucratic reshuffle bringing in new faces to head the departments of rural development, information and broadcasting (I&B), cabinet coordination, and higher education.

    This is the second major reshuffle after Prime Minister Narendra Modi came back to power in May. In July it had changed the secretaries of 12 government departments, including those of finance and disinvestment. The reshuffle holds importance as it comes less than two months before the Union budget and is related to departments where budget allocations tend to be high.

    According to a notification of the department of personnel, Ravi Mittal, a 1986 batch IAS officer of Bihar cadre, will be the new secretary of I&B ministry replacing Amit Khare.

    Khare, the IAS officer known for unearthing the much-talked-about “fodder scam" of Bihar and Jharkhand, was appointed as the secretary of higher education. Khare, as per the order, however, will continue to hold the additional charge as secretary, school education. In recent times, this will be the first time one IAS officer will be heading two departments in the human resource development ministry.

    R. Subrahmanyam, the present higher education secretary at the ministry of human resource development, has been shifted to head the department of social justice and empowerment.

    V.P. Joy will be the secretary (coordination) at the cabinet secretariat in place of Rajesh Bhushan, who has been appointed as secretary, department of rural development.

    Sunil Kumar, currently a special secretary at the department of commerce, will be taking over as secretary, ministry of panchayati raj.

    While Sushil Kumar will be the new mines secretary, Praveen Kumar, currently a special secretary with the ministry of new and renewable energy, will join the ministry of skill development and entrepreneurship as secretary, following the retirement of K.P. Krishnan on 31 December.

    Arun Goel will be the new secretary in the ministry of heavy industries and public enterprises, and Kshatrapati Shivaji will be the new secretary of the department of administrative reforms and public grievances.

    Debasish Panda, an additional secretary in the department of financial services, has been promoted as special secretary in the same ministry.

    Rameshwar Prasad Gupta, additional secretary at NITI Aayog, will be the new special secretary at the government policy think tank.
