New Delhi: The Supreme Court on Friday issued notices to the Centre, National Human Rights Commission and state governments on a plea seeking implementation of the apex court’s 2018 guidelines to prevent incidents of mob lynching.

The SC bench headed by Chief Justice of India Ranjan Gogoi, and comprising Justice Deepak Gupta, issued the order after hearing the public interest litigation filed by the Anti-Corruption Council of India, a non-governmental organisation (NGO).

The notices were also issued to the governments of Uttar Pradesh, Jammu and Kahsmir, Jharkhand, Andhra Pradesh, Gujarat, Rajasthan, Bihar, Assam, Madhya Pradesh and Delhi

The 17 July 2018 judgment by an apex court bench, headed by the then CJI Dipak Misra, had issued guidelines for preventive, remedial and punitive measures for the rampant increase in incidents of lynching in India. The court had held that such an act of mob lynching and violence would “invite serious consequence under the law".

On Tuesday, a group of 49 eminent personalities, including filmmakers, authors and actors, wrote an open letter to Prime Minister Narendra Modi expressing concerns over the recent instances of mob violence and lynching.

The signatories also said that they regretted that “Jai Shri Ram" was being reduced to a “provocative war cry that leads to law and order problems, and lynchings take place in its name".

Subsequently, Actor Kaushik Sen, who is one of the signatories to the letter, said on Thursday that he had received death threats over the phone. Police have been informed and the phone number has been forwarded to them, PTI reported.
