Mock Drill Highlights: Civil defence exercises, as part of 'Operation Shield' were conducted on Saturday in states and Union territories adjoining the western border – from Jammu and Kashmir to Gujarat – to enhance wartime emergency preparedness and response capabilities
Air sirens were sounded in Amritsar, Punjab as part of the mock drills. Blackout mock drills or civil defence exercises were also carried out at Jammu, Srinagar's Lal Chowk, and Doda, among other places.

Such drills last happened on May 7, the same day as Operation Sindoor, when India hit 9 terror bases in Pakistan and PoJK in response to the Pahalgam terrorist attack that claimed 26 lives.
Earlier, the mock drill was scheduled to take place on May 29; however, it was postponed due to “administrative reasons”.
As part of the drills, blackouts were also observed for certain time in areas of Punjab, Chandigarh.

Mock Drill in India LIVE updates: In Rajasthan, Punjab, Gujarat, Haryana, the mock drills were scheduled to take place on May 29. They were postponed for administrative reasons.
"I request Jammu residents not to fear or panic, as this strengthens our minds and trains us for emergencies," DD News quoted Jammu Deputy Commissioner Sachin Kumar Vaishya as saying.
“2nd Civil Defense Exercise — a Mock Blackout Drill will be held on 31st May 2025, 8:00–8:15 PM. Location: HIRANAGAR SUB DIVISION & KATHUA CITY ONLY. Turn off all lights, pause activities, & stay calm. Let’s build a Resilient, Alert & Safer Kathua,” the Kathua administration said.
“A blackout drill will be conducted in the district from 8pm to 8.30pm in which inner areas of the district will be exempted," HT quoted Additional deputy commissioner (ADC) of Amritsar, Amit Sareen, as saying.
A mock drill will be conducted today at 5 PM at Amar Niwas Complex in Srinagar, Kashmir, to enhance emergency preparedness. This will be followed by a blackout drill at 8 PM.
Operation Shield is a government-led civil defence preparedness initiative designed to test and enhance the nation’s ability to respond to potential external threats, comprising air raids by enemy aircraft, drone intrusions, missile strikes, as well as civilian evacuation and alert procedures.
District administration Gurugram will “conduct a major Civil Defence Exercise under Operation SHIELD in a designated military area. Sirens at 5:00 PM | Blackout from 8:00 PM to 8:15 PM – A 15-minute blackout will be observed across the district”. DC Chandigarh said, “As part of a nationwide Civil Defence Exercise - Operation Shield* a 10-minute blackout will be observed in: Kishangarh & I.T. Park Saturday, May 31, 2025. 8:00 PM – 8:10 PM.”
Bhatinda police say, “Today, at 6:00 PM, mock drill will be conducted in the Cantonment area and Ganpati Colony. From 8:30 PM to 8:40 PM, there will be a blackout across the entire district. All residents, are kindly requested to cooperate during this mock drill and blackout.”
A mock drill, blackout exercise is scheduled to be conducted across all 41 districts of Rajasthan, comprising Jaisalmer, to prepare for emergency response in case of an airstrike or wartime situation. According to ANI, Civil Defence personnel said, “We are being trained under the leadership of experienced officers. Along with the mock drill, we are always ready to deal with emergency situations.”
To enhance disaster response capabilities, the Doda district administration will conduct a mock drill today. Deputy Commissioner Harvinder Singh stated that the exercise is intended to assess inter-departmental coordination and emergency preparedness. He urged the public to stay calm and cooperate, emphasising that the drill is a routine part of preparedness efforts.
According to officials, a controlled blackout lasting 15 minutes will be implemented near vital installations in Haryana from 8:00 PM to 8:15 PM, excluding essential emergency services like hospitals, fire stations, and police stations.
Punjab's Special Director General of Police, Sanjeev Kalra, stated the exercise would include all districts and simulate large-scale emergency situations beginning at 6 pm. “The mock drill is a part of Operation Shield and is being conducted in all districts of the bordering states on the Western border. The mock drill will be conducted by 6 pm. Blackout measures, rescue measures, fire services are a part of the mock drill...The representatives of the armed forces will also be involved in it,” ANI quoted him as saying.
The mock drill will consist of “Civil Defence Wardens/Volunteers stakeholders from local administration and youth volunteers like NCC, NSS NYKS, Bharat Scouts & Guides” in executing different Civil Defence measures against enemy aircraft, drones and missile attacks.
The government press statement issued on 29 May noted several shortcomings in the previous exercise. It stated that the current drill aims to address these critical gaps and "augment the Civil Defence preparedness against the hostile attack".
