The Lok Sabha and Rajya Sabha were adjourned for the day on Friday, amid continued slogan-shouting from the Opposition benches over the demand for a discussion on the Manipur situation. Amid persistent uproar over Manipur and the motion of no-confidence against the Centre, both Houses were adjourned till 11 am on Monday.

Members of the INDIA bloc have been adamant on the demand that all listed businesses in both Houses be aside for a discussion on the Manipur situation.

They have also been insisting on a statement from Prime Minister Narendra Modi on the prevailing state of affairs in the Northeast state.

Rajya Sabha adjourned for the day after spat between chair

Rajya Sabha Chairman Jagdeep Dhankhar has adjourned proceedings of the House for the day after a spat with TMC leader Derek O'Brien.

Dhankhar adjourned proceedings after he was interrupted by the TMC leader over the issue of non-admission of notices given by opposition members under rule 267 to discuss the Manipur situation.

CPIM says CM Biren Singh culpable for ethnic riots in state

Holding Manipur Chief Minister N Biren Singh culpable for the ethnic violence in the state, the CPIM on Thursday accused him of Meitei chauvinism and branding the Kuki tribal minority as "foreigners" and "poppy cultivators".

Oppositon boycotts RS Business Advisory Committee amid Manipur logjam

Opposition alliance INDIA on Thursday boycotted a meeting of the Business Advisory Committee (BAC) of Rajya Sabha to protest against Prime Minister Narendra Modi not making a statement on Manipur violence in Parliament, a senior leader said.

Lok Sabha: PM Modi tarnishing democracy by not speaking in Parliament, says Congress chief

Congress president Mallikarjun Kharge on Thursday accused Prime Minister Narendra Modi of tarnishing democracy by not speaking in Parliament and instead making political speeches outside.

He said the country has not seen a "darker period than this" in the history of Parliament.

Kharge also dubbed the central government as a "blot on humanity" for its "indifference" towards Manipur, which he said was "burning" since the last 85 days.

He said people have now become aware and will fight "this kind of politics".

"The Parliament session is going on and instead of speaking on the floor, the prime minister is making speeches here and there and by doing so he is tarnishing democracy.

"The misdeeds of the Modi government cannot be erased by calling names to the opposition parties," Kharge said.

The Congress chief also hit out at the BJP for not allowing him to speak inside Parliament and for jeering at opposition members for wearing black clothes as a mark of protest for not allowing them to raised the Manipur issue in Parliament.

"Only those having a mindset against Dalits, tribals and backward people can make fun of black clothes, but for us black is a symbol of protest and strength. Black colour is a symbol of justice and a symbol of dignity. The people of Manipur deserve justice, peace and respect," he said in a tweet in Hindi.

Kharge said the BJP cannot run away from its responsibility by plunging the life of Manipur into "black darkness", by adopting a "dictatorial attitude" and by diverting the attention from the issue.

"There has never been a darker period in the history of Parliament than this," he said.

"Today, people have become aware and they will fight and continue to do so...This means you do not want to talk in Parliament - the temple of democracy, and want to give a political speech in Rajasthan while opening new medical colleges," Kharge told reporters outside Parliament, while attacking the prime minister for not speaking in Parliament on the Manipur violence.

He said the burning of Manipur is a "black chapter" for the country.

The government which did not take care of the crying people of Manipur in the last 85 days that "government is a blot on humanity", he alleged.

The opposition has been accusing the prime minister of not making a statement in Parliament on the northeastern state, which has seen violence since May 3.

Both Houses of Parliament have not been able to transact any business amid the uproar caused by the opposition, demanding a statement from the prime minister and a discussion on Manipur thereafter.

Parliament monsoon session:  ‘No need to hold overnight protest,’ Mallikarjun Kharge tells Sanjay Singh

Congress President Mallikarjun Kharge on Thursday urged suspended AAP Rajya Sabha member Sanjay Singh not to sit on protest overnight and end it every day when Parliament's proceedings conclude.

He told Singh that the protest sit-in should be held when the day's proceedings begin and end when both Houses adjourn for the day.

Lok Sabha and Rajya Sabha have been witnessing disruptions every day since the Monsoon session began on July 20.

Singh readily agreed to Kharge's suggestion and said he will follow what the leader of the opposition bloc says. However, he is yet to formally announce his party's decision on the suggestion made by the Congress veteran.

Kharge along with other Congress members and those of other opposition parties had come to join Singh's protest when he gave his suggestion.

Singh has been protesting in the Parliament premises since his suspension Monday from Rajya Sabha for "unruly behaviour" for the entire session which ends on August 11.

No confidence motion would be stronger if…, says INDIA bloc MPs

A day after Congress MP Gaurav Gogoi moved a no-confidence motion against PM Modi's government in the Lok Sabha, CPI MP Binoy Viswam opined that the motion would have been stronger and more effective if it included representation from other INDIA parties.

"Not only CPI, but many other parties raised objection in a responsible way. The Congress leadership understood it and they are so democratic that they agreed that it happened out of hurry," Binoy Viswam said while speaking to ANI.

"The chapter is closed now. What is important is that the no-confidence motion is there in Parliament and it has the signature of sufficient number of MPs," the CPI MP said. (Read here)

Opposition alliance INDIA is likely to boycott a meeting of the Business Advisory Committee (BAC) of Rajya Sabha to be held on Thursday morning to protest against the prime minister not making a statement on Manipur violence in Parliament, a senior leader said.

The Rajya Sabha BAC has 11 members including the Vice President as its ex-officio chairman. Three MPs from the 26-member INDIA are on the BAC committee -- one each from Congress, RJD and TMC.

Sources said the parties may send someone who is not a member as an "observer" to the meeting.

However, it is not clear if such an "observer" will be allowed to attend the meeting.

On July 20, several opposition leaders had walked out of a BAC meeting to protest against Modi not making a statement on the Manipur issue in Parliament and the Centre bringing a bill to replace an ordinance on the control of services in Delhi despite it being sub-judice.
