As  NRC deadline nears, govt moves to enforce detention camp norms

The guidelines provide that all detention centres must be designed to provide all basic facilities for the inmates

    NEW DELHI : The Union home ministry is preparing to implement its directive on detention centres to all states, while also hardening its stance against illegal immigration, with the preparation of the National Register of Citizens (NRC) set to be completed by the end of July.

    “The ministry of home affairs has prepared a ‘model detention centre/ holding centre/camp manual’, which was circulated to all states and Union territories on 9 January. The model manual specifies the amenities to be provided in such detention centres/ holding centres/ camps. The guidelines provide that such centres should be designed to provide all necessary facilities for the inmates to maintain a standard of living in consonance with human dignity," it said on Tuesday in a written reply to the Lok Sabha.

    The ministry has begun the exercise of ensuring that “basic amenities like electricity, drinking water, hygiene, accommodation with beds, sufficient toilets with running water, communication facilities, provision for kitchen are provided for", in the detention centres.

    Last week, a draft exclusion list of the NRC listed 102,462 people who could be excluded from the final NRC. These people can file claims for inclusion of their names.

    The Centre also hardened its stance against any kind of illegal immigration, a move that has been taken in the wake of an influx of Rohingya migrants.

    “The ministry has held several meetings at various levels and has impressed upon state governments and other stakeholders to identify illegal migrants, including Rohingyas, watch their movements and cancel any Indian documents such as PAN cards, Aadhaar cards, driving licences, and ration cards fraudulently obtained by them," minister of state for home affairs Nityanand Rai told the Lok Sabha on Tuesday. He said the Centre had the powers under Section 3(2)(c) of the Foreigners Act 1946 to deport foreign nationals staying illegally in the country.

    “The Centre has… ensured effective surveillance and domination of international borders to check infiltration of illegal migrants. Physical infrastructure like border fencing, floodlighting, construction of border roads and establishment of border outposts has been created." Rai told the Lok Sabha on Tuesday, in another written reply.
