Boris Johnson resigned on Thursday as leader of Britain's Conservative party, paving the way for the selection of a new Prime Minister after dozens of ministers quit his scandal-hit government.

Addressing outside 10 Downing Street, Johnson said, "It is clearly the will of the parliamentary Conservative party that there should be a new leader of that party, and therefore a new prime minister."

'Major fiscal decisions' to be left to successor: UK's Johnson

Johnson promised Ukraine's Volodymyr Zelenskiy that he will continue to work with partners to end the grain blockade in the coming weeks, a spokesperson for Johnson said.

"President Zelenskyy thanked the Prime Minister for his decisive action on Ukraine, and said the Ukrainian people were grateful for the UK's efforts," the spokesperson said following a call between the pair.

Opposition parties in UK welcome Boris Johnson’s resignation

“It is good news for the country that Boris Johnson has resigned as Prime Minister. But it should have happened long ago. He was always unfit for office," said Labour Leader Keir Starmer.

Scotland's First Minister Nicola Sturgeon tweeted there would be "a widespread sense of relief" that the "chaos" was coming to an end.

Liberal Democrat deputy leader Daisy Cooper said Johnson would "go down in history as a lying law-breaking Prime Minister, who abused the trust and patience of the British people."

Stocks enjoy bounce, sterling and FTSE up as Johnson to resign

Equities rose Thursday following a recent sharp drop, though recession fears continue to cast a shadow over markets with the euro stuck around 20-year lows and crude struggling to bounce back from this week's hefty selling.

London's FTSE rose more than one percent and the pound was slightly higher as traders kept an eye on events in Westminster where Boris Johnson was said to have decided to step down as leader of the ruling Conservative Party.

Pandemic Parties at Downing Street

In early December, revelations emerge about several illegal parties held in Downing Street during successive coronavirus lockdowns which led to huge public anger at a time when many were deprived of seeing sick and dying loved ones due to social distancing restrictions, accuses him of double standards. The list of parties mounted up and formal investigations were opened, later on April 12, Johnson announced that he has been fined by the police for breaking the law -- a first for a sitting prime minister.

Downing Street Lavish renovation

Johnson's ousted former chief adviser Dominic Cummings tried to settle scores with him by accusing the prime minister of illegally financing the lavish renovation of his official Downing Street flat.

Sex scandals -

A series of sex scandals involving Tory MPs added to Johnson's woes.

One MP was arrested on suspicion of rape and a former MP was sentenced in May to 18 months in prison for sexually assaulting a teenage boy. On July 5, Johnson apologised and said he made a mistake by appointing Chris Pincher to his government in February. His appointment came despite Johnson being previously made aware of sexual assault allegations against Pincer.

An avalanche of resignations 

Finance minister Rishi Sunak and health secretary Sajid Javid decide they have had enough of defending the scandals and resign on July 5. This led to several other junior ministers, ministerial aides and other Cabinet ministers follow suit, telling Johnson his position is untenable

Rishi Sunak was picked as England's Chancellor of the Exchequer in February 2020 by Boris Johnson. 

Rishi is an Indian-origin Tory leader and his parents had come to UK from Punjab. He is married to Akshata Murty, the daughter of Infosys founder NR Narayana Murthy and has two daughters.

He was praised for a COVID-19 economic rescue package, including a costly jobs retention programme that averted mass unemployment, but later faced criticism for not giving enough cost-of-living support to households.

UK's Former Finance Minister Rishi Sunak in race to be UK PM

According to Reuters, Rishi Sunak, who resigned as finance minister on Tuesday saying the British public "rightly expect government to be conducted properly, competently and seriously", was until last year the favourite to succeed Johnson. He was praised for a COVID-19 economic rescue package, including a costly jobs retention programme that averted mass unemployment.

But Sunak later faced criticism for not giving enough cost-of-living support to households. Revelations about his wealthy wife's non-domiciled tax status and a fine he received, along with Johnson, for breaking COVID lockdown rules have damaged his standing.

His tax-and-spend budget last year put Britain on course for its biggest tax burden since the 1950s, undermining his claims to favour lower taxes.

BBC: Johnson to resign as Conservative Party leader, to remain PM till new leader is elected

According to British state media, BBC, Boris Johnson will be resigning from position of Conservative Party leader after losing the support of his ministers and MPs but till remain the Prime Minister until new leader is elected.

A Conservative leadership election will take place this summer and a new prime minister will be in place in time for the party conference in October.

Despite his vow of ‘keep going’ Johnson took the plunge after he was urged to stand down by senior members of his cabinet, including newly-appointed chancellor Nadhim Zahawi, says BBC.

In his resignation letter, Mr Zahawi, who was given the job less than 48 hours ago, said he had "made clear to the prime minister" that he should "leave with dignity".
