Calls for the U.S. and its allies to impose a no-fly zone over Ukraine keep surfacing as Russia’s invasion grinds on and its forces shell cities and impede the flight of civilians. Ukraine’s President Volodymyr Zelenskey has repeatedly urged the U.S. and the North Atlantic Treaty Organization military alliance to enforce a no-fly zone.
