A day after the new Modi government effected a major bureaucratic reshuffle, former Economic Affairs Secretary, Subhash Chandra Garg, sought voluntary retirement. He has been moved to the Power Ministry as its top bureaucrat. Garg is believed to have been the architect behind the unprecedented plan to raise funds by issuing sovereign bonds overseas. His successor is Secretary, Department of Investment and Public Assets Management, Atanu Chakraborty.
