It took a decade for global consensus to build on the issue, especially with China blocking any move by the United Nations and its 1267 Committee at least 4 times. Azhar's organisation, the JeM, has been involved in multiple deadly attacks on India, including the one on Parliament in 2001, the Pathankot airbase strike in 2016 and the attack on a CRPF convoy in Pulwama in February 2019.
