The proposed legislation envisions two Union Territories, Jammu-Kashmir with a legislature, and Ladakh, without an Assembly. The bill secured the Rajya Sabha's clearance on Monday. The move is part of the core ideology of the Bharatiya Janata Party which has traditionally opposed the autonomy accorded to Jammu and Kashmir, and pushed for closer integration with the rest of the nation.
